Dear Comrades,
On behalf of United Forum of BSNL Executives, we convey our New Year greetings. We are passing through a difficult phase in BSNL. We are struggling hard to revive the financial position of our beloved company and we are only making real sacrifices.
We all sincerely got absorbed in BSNL and contributing honestly for the growth of this company. There are hardly 1600 ITS officers continued in BSNL on the pretext of deemed deputation and enjoying all the fruits of BSNL without contributing anything. We demanded the company’s top level management should be part and parcel of this company. If the top level management is on perpetual deputation then the financial viability of this company will be at stake. The management without accountability would be disastrous for the organisation. This has been proved now. We are in the downfall for the past three years and no worthwhile corrective measures are insight.
The issue of ITS Absorption has come to an end on 8th Nov 2011 after a protracted struggle. ITS can not continue in BSNL on deemed deputation basis. This is a great achievement for the absorbed executives. The management under the direction of DOT has started the repatriation of the ITS. Around 350 ITS were already relived from BSNL.
The management instead of protecting the interests of the company, working overtime to protect the interest of the ITS, who refused to join BSNL. After a prolonged mutual discussions and negotiations BSNLMS RRs were finalized and notified paving the way for our members to reach the position of JAG. Our ongoing struggle is to prevent degeneration of our BSNLMS RRs which we have been able to accomplish after decades of struggle.
  Instead of making radical improvements in the existing BSNLMS RRs like abandoning the recruitment of MT from outside, the management has decided to take on us by degrading the provisions of BSNLMS RRs  
.
a) It will surely result in abolishing 600 posts of JAG completely regardless of other measures to restore back these posts to JAG as and when Sr DGMs get promotion to GMs.
b) It will result in creation of another functional layer for promotion from JAG to SAG for the existing executives irrespective of putting in place provisions to protect existing channel of promotion from JAG to SAG in accordance to provisions of BSNLMS RRs.
c) It will completely jeopardize promotion of DGMs to GMs through the existing BSNLMS RRs once 600 Sr DGMs are promoted to GMs through different and faster provisions in new RRs and occupy 600 SAG posts. Young and qualified executives in the Company who get promoted to DGMs through existing BSNLMS RRs will be blocked for decades at DGM level.

Under no circumstances shall we allow even slightest dilution in the existing BSNLMS RRs. Our commitment and unity is put to intense test and it is incumbent upon us to rise to the occasion and repel this diabolical attack on us with greatest force.

Besides, the management, having decided to recruit Sr DGMs and Jt GMs in higher E6 and E7 IDA pay scale, is completely ignoring legitimate demand to place JTOs and SDEs in standard pay scales of E2 and E3. The plea of the management that placing JTOs and SDEs in standard pay scales of E2 and E3 will have huge financial implications in terms of pension contribution by BSNL to DOT is untenable now that pension contribution is now linked to actual basic instead of maximum of the scale. This completely offsets the argument of the management that such a move will have huge financial implications.
Another issue of huge importance for our smooth career growth in the days to come is to force the management to start serious action to introduce CPSU cadre hierarchy. We are muddled in seniority related issues and in the days to come creation or even retention of existing functional posts would be linked to the growth of the Company. Thus, the ideal mechanism of our career growth would be nothing but CPSU cadre hierarchy where upgradation of scale is accompanied by change of designation, promotions are not linked to seniority but performance, functional posts are not needed up to JAG level etc.
This time- proven mechanism is flawlessly working in premier CPSUs like NTPC, BHEL and SAIL. To ensure that our career growth in the days to come is smooth and the growth of the Company is also accomplished, it is high time for us to make a very serious and committed beginning to accomplish this critical demand which shall take some time to achieve, provided a beginning in the right earnest is made now itself.
Thus we appeal to our Comrades throughout the whole country to make the programmes a total success keeping in view the criticality and basic nature of issues involved.
We are at crucial Hours to secure our Career Progression and for viability of BSNL. In this regard our General Secretaries are addressing on 28th January 2012 @ 5:00 PM at INFOSYS HALL, Ramakrishna Mission Matric. Hr Sec School, Usman Road, T. Nagar (Opp. JOY ALLUKAS), to enlighten us on the above issue.

see i sympathise with you GE jtos, you people were supporting VRS all along not even thinking about the fellow brother who would lose his job. and now you are worried about not losing job, but only promotion to the grade of DGM and above. ha,ha,ha.

VRS means voluntary retirement scheme. kindly understand it. no one will force u out of BSNL until you are willing.only in the year of 2020 our current GESDE is eligible for DGM promotion so this united forum is only for promotees. pls dont think otherwise.

it is the beauty of the argument which anybody can understand Promotees are fighting for the sake of young talented executives, GEs are fighting for the sake of DGM promotion to promotees.ha,ha,ha. stop lying to yourself before telling others.
